Le 6 mars 2012, Michel Rocard et le Collegium présentent l’Appel pour une Gouvernance mondiale solidaire et responsable au cabinet du Directeur Général de l’ONU à Genève, à l’attention du Secrétaire Général des Nations Unies M. Ban Ki Moon.
Une conférence de presse du Collegium International et une rencontre avec le public ont eu lieu au Club Suisse de la Presse.
Lors de ce déplacement, une réunion à la mission permanente de la France auprès de l’ONU a eu également lieu en présence du Haut Commissaire aux Droits de l’Homme, Mme N. Pillay, du Directeur de l’OMC, M. Pascal Lamy, du Directeur de Bureau International du Travail, M. Juan Somavia, ainsi que des ambassadeurs de France, Australie, Suisse...

Towards a new framework for interpreting the events of the world The Collegium’s Media Plarform is a project of establishing an umbrella website arround its White Book, through which the Collegium will share its undertakings in association with other similar organizations, thinktanks, press and media. Affilitation with major international press corporations and TV-Media groups is currently underway, insuring advertisement of the site to the world audience. The Media Platform Project will act as a forum for constantly streaming media, giving in-depth analysis to pressing and complex issues. Guiding the topics of this site, the Collegium intends to generate both discussions and solutions through workshops with other like-minded major international organizations in a form of Think-Link.
Further, the Collegium’s preoccupation is the reinforcement of its organizational structure.

Complexity & Politics a Conference organized by Collegium International and Complex Systems Society
The Collegium inception period resulted in a number of written contributions by members, used as starting points for reflection and discussion, of which some were published in specialized publications. Three main policy documents are the core of this period of activity: The Appeal for the Collegium, the Statement on Interdependence and the Memorandum on the Role of the United Nations. Membership was increased and invigorated by regular communication and meetings with signatories and with established national and international institutions, in particular with the United Nations. The Collegium has established and maintains effective contacts with a number of UN Agencies and other intergovernmental organizations, various national governments, academic institutions, worldwide and regional civil society organizations, and independent specialists. Attention has been given to awakening the interest of the international press and media regarding the International Collegium’s actions and thus reach public opinion.
The above were the priorities during the initial development period, aimed at anchoring the Collegium in the minds of institutions and individuals.
At present, the Collegium is faced with the task of establishing The Collegium’s White Book project narrowing the focus of its activity . Foremost, this includes four preparatory working sessions.

Compte rendu de la réunion
La réunion organisée par le Collegium à New York le 28 Octobre 2004 à la Mission permanente de la France a permis de recueillir les avis des représentations de la France (Jean-Marc de la Sablière), de l’Australie (John Dauth), de l’Allemagne (Gunter Pleuger), de la Suède (Ulla Ström), de la Slovénie (Roman Kirn), ainsi que l’UN DPI (Susan Markham et Pierre Fabien) et le Cabinet du Secrétaire Général (Danilo Turk) concernant l’action à mener en 2005.
Stéphane Hessel a informé les présents des résultats obtenus par la diffusion de la Lettre aux deux candidats des élections présidentielles US et parla Journée de l’Interdépendance organisée à Rome, ainsi que la rencontre à l’Aspen Institute à Washington avec les partenaires conviés à San Francisco en Juin 2005 pour exprimer l’importance du Jubilée, prévu en septembre à l’occasion du 60ème anniversaire de la Charte. Se sont réunis : le Club de Madrid, l’Interaction Council, la Global Leadership Foundation, le Council of Women World Leaders et le Collegium International.
Le Collegium a été encouragé par les présents à contribuer à l’intérêt public porté à l’œuvre des Nations Unies et le renforcement des moyens mis à leur disposition. Entre le 1er Décembre, date de publication du rapport du Panel pour la réforme de l’ONU et le début Mars, date à laquelle Kofi Annan présentera ses vues, les débats des think-tanks et des Missions permanentes auprès de l’ONU pourront être relayées utilement par le Collegium. Une réunion à New York en Février 2005 est à envisager pour commenter dans le cadre du Collegium les comptes-rendus du Panel pour la reforme et traiter également les défis qui apparaissent cinq ans après le programme du Millénium de l’ONU.
Sujets traités : 1. La nécessaire réforme institutionnelle de l’ONU et sa relation avec la société civile guidée par des valeurs et des principes fondamentaux, sur lesquelles la Charte des Nations Unies est bâtie. 2. Les grands défis qui concernent différemment les états du Nord et du Sud :

questions de sécurité et de développement ;

la Société de l’Information comme un nouveau paradigme sociétal ;
-
autres problèmes concrets : l’eau potable, l’énergie, les maladies HIV.
John Dauth (Australie) : Tous les repères disponibles dans l’évaluation et l’analyse de ces sujets éprouvent le besoin d’un vrai ressourcement. Le Jubilée de San Francisco devra réinventer l’ONU. Défis importants à venir : l’eau potable et les questions des Populations (notamment son vieillissement)
Gunter Pleuger (Allemagne) : 2005 sera une année cruciale. Les propositions du Panel sont très attendues, sur les questions de sécurité (questions du terrorisme) mais aussi de développement (voir le rapport à l’ONU de la mission de Jeffrey Sachs). Parmi les nombreuses réformes proposées, Kofi Annan souhaiterait en retenir plusieurs, certaines suffiraient à donner leur sens aux évènements liés à la présentation des résultats du Panel pour la réforme de Nations Unies.
Jean-Marc de la Sablière (France) : Le Collegium pourrait apporter sa contribution dans la première phase (entre le 1er Décembre et Mars 2005) sur des sujets tels que la reconstitution par l’ONU des Etats défaillants (la réactivation de Trusteeship Council, suspendu en Novembre 1994). Dans la deuxième phase (entre Mars et Septembre) on aura besoin de lobbying pour surmonter les résistances liées au conservatisme et aux principes de souveraineté. Il faudra du courage, de la mobilisation des citoyens – des ONG et des think-tanks.Danilo Turk (UN) : souligne la distance critique entre « Establishment » et la Société Civile.Roman Kirn (Slovénie) : Faire la distinction entre le processus lié au travail de la réforme, sa substance et les résultats obtenus. Il faut aborder la reforme de L’ONU avec des ambitions, tout en étant prêts à accepter des résultats même modestes, mais protégés avec force.Ulla Ström (Suède) : souligne l’importance de garder l’équilibre entre sécurité (terrorisme) et développement qui concerne tout le monde.Sacha Goldman, Secrétaire Général du Collegium International a rencontré le 1er novembre le Sous- secrétaire Général (DPI) Shashi Tharoor sur des questions de liens du Collegium avec l’ONU. Le Collegium a rencontré le 3 novembre Louise Fréchette, UN Deputy Secretary General. Lors de ces rencontres, un intérêt soutenu a été porté au potentiel de l’action du Collegium. L’organisation par l’ONU du 60ème anniversaire de la signature de la Charte des Nations Unies à San Francisco a été discutée. La présence du Collegium a été décidée.
Il a été confirmé que l’ONU pourrait s’associer au Collegium pour une table ronde lors du prochain Sommet Mondial de la Société de l’Information (SMSI) en novembre 2005 à Tunis. Un projet à ces fins est élaboré actuellement avec l’UNESCO et son Directeur Général, sous l’égide d’Adama Samassekou, Président du Comité préparatoire du SMS

Four thematic pillars developed by the Collegium Task Force:

The Principle of Precaution and consciousness regarding the environment: The difficulties in applying a precautionary principle stem from the fact that precaution, as well as prudence, cannot be governed by a principle. As a principle applied to allow the prevention of catastrophes – for which the non-evaluated risks can only be a matter of conjecture – it is self-defeating, since its implementation would be concomitant with a risk of the same sort. Two examples illustrate this: the climatic changes predicted for the next fifty years, and the question of GMOs. More generally, ethical issues in science and technology will be addressed on a case-by-case basis, such as reproductive and non-reproductive cloning, bio-nanotechnologies and new information and communication technology.

Global Public Goods: The protection of a certain number of common goods as varied as climate, water, air or biodiversity, is far from being a priority for private corporations or Governments. This therefore calls for a new multilateralism implying not only governmental actors, but also corporations and regions with a measure of autonomy as well as NGOs.

The Digital Divide and collective responsibility: The essential field of Media and the Global Information Society is experiencing a deepening of the divide between technologically advanced societies on the one hand, and social groups without access to information on the other. This basic deregulation is threatening humanity from the inside and has to be considered alongside the human threat to the environment. The responsibility of man is oriented both toward the outer (environment) and the inner (humanity) circles.

World Governance: The problem of failed or weakened states is a threat to international stability and to a well-ordered world. Nation building (or nation rebuilding) is just one priority for those who seek a world order of peace and justice. The international community has a unique tool for world governance, in the form of the United Nations. The updating of the role of the United Nations Trusteeship Council therefore has to be taken into consideration. The Secretary-General has actively invited the reform of the United Nations. A reform that allows a genuine platform for world governance would make the UN not only relevant, but also indispensable to the restructuring of the world.

Discussions of the Memorandum on the Role of the United Nations with UN Deputy Secretary General, Louise Frechette, Under Secretary General Shashi Tharoor, and other senior officials from the Organization. Distribution of the Memorandum to all Permanent Representatives of the United Nations during the General Assembly.

On the eve of the 58th session of the General Assembly of the United Nations, the Collegium reported its findings on “The Role of the United Nations” to the UN Secretary-General and agreed to reinforce future collaborations.

Mr. Secretary General,
The serious crisis that the United Nations has to overcome, calls for the urgent need to strengthen the Organization, to allow it to confront the threats of grievous violations of human rights and terrorist activities that are presently taking place within the frontiers of several of its Member States. The Collegium is meeting today at the United Nations in Geneva, and wishes to bring to your attention and to the attention of the world leaders gathered in Evian for the G8 summit, the Statement on Interdependence formally endorsed by Collegium International’s members on 2nd April 2003.
In this Statement, priority is given to Ethics as the final arbiter of political agreements among States; ethical considerations alone, present in the basic values and principles of the cultures who share the management of our planet, can give the necessary authority to the UN Charter to speak, not only in the name of Governments, but also in the name of we the peoples of the united nations.
